Capture Manager

Remote - Full Time

Position Description: Tidal Basin Group, one of the nation’s leading comprehensive disaster preparedness and recovery consulting firms, is seeking an experienced Capture Manager who has a combination of business development (BD), capture, and proposal management experience to lead complex and high priority business opportunity pursuits across state and local agencies. The Capture Manager assesses the opportunity, identifies the resources needed to pursue an opportunity, builds relationships with key partners, develops winning bid strategies, pricing, teaming and proposal strategy.  
Your work will directly impact our ability to grow our state and local business and expand our offerings into existing and new markets and practice areas. The ideal candidate will have demonstrated experience leading State and Local Capture and have a working knowledge of CRM software. The qualified individual requires strong verbal and written communication skills. We are looking for a self-motivated, responsible, and confident individual with a commitment to integrity and the ability to prioritize multiple projects, meet deadlines, and work collaboratively.

Job Duties and Responsibilities include:
This role works independently as a member of the State and Local Capture Team and reports to the Director of Capture for Tidal Basin Group. The candidate will perform the following essential functions: 
  • Develop an advanced understanding of Tidal Basin’s lines of service including the unique needs and business challenges of our prospective clients.
  • Qualify opportunities based on company criteria and priorities.
  • Perform gate reviews or participate in bid/no bid decisions.
  • Lead capture win strategy including win themes, competitive assessment, and pricing strategy discussion and prepare/complete strategic action plans, ROIs, and risk assessment.
  • Communicate overall capture progress to management.
  • Lead responses to Requests for Information and Sources Sought requests.
  • Provide market analysis, competitor analysis, gap analysis, and teaming advice.
  • Help negotiate with partnership teams and prepare input for NDAs and TAs. 
  • Prepare and deliver updates to senior leadership at specified milestones in the capture process.
  • Fully support the proposal development process including strategy, themes, solutions, writing, schedules, staffing, pricing, past performance, resumes, and other proposal actions.
  • Ensure the capture team's strategy, themes, solution, and discriminators are reflected in the proposal.
  • Utilize BD market intelligence accounts and subscriptions: GovWin, agency vendor portals, prime contractor vendor portals, and other systems.
  • Oversee the State and Local pipeline for assigned market segment.



Skills and Competencies:
  • Previous demonstrated, recent experience in leading Capture Management, market analysis and strategic business planning including identification, qualification, and capture leading to award. 
  • Familiarity with emergency management principles including preparedness, response, recovery, and mitigation. 
  • Creative “out of the box” strategic thinker who has had success winning new business
  • Experience with GovWin, GSA, SAM and other government research and procurement tools is preferred.
  • Superior proficiency with Microsoft Office Professional Suite (e.g., Word, PowerPoint, Excel, etc.).
  • Ability to manage, organize, and prioritize project assignments to meet competing deadlines.
  • Outstanding interpersonal and communication skills with the ability to effectively communicate across diverse audiences and influence cross functionality.
  • Self-starter with a positive attitude and the ability to work effectively both independently and as part of a team.

Required Education and Experience:
  • Degree: Bachelor’s Degree or equivalent combination of education and experience.
  • Years of Experience: Must have 3 or more years in State and Local Capture Management.
