Director/Business Unit Leader Response and Recovery Programs

Position Summary:
Tidal Basin, a Michael Baker International Company, is seeking an energetic, experienced, and results-oriented Director/Business Unit Leader for our Response and Recovery Programs (R&R) business unit. The R&R business unit is one of three businesses within our Mitigation, Environmental, Response, Recovery, and Resilience (MER3) business vertical. This senior leader will support Tidal Basin’s growth in this sector. The R&R business unit focuses on response and recovery activities at the federal and state levels to include FEMA Public Assistance (PA), FEMA Individual Assistance (IA), and Hazard Mitigation (FEMA 406). These programs deliver policy and program delivery services for debris monitoring, site inspections, preliminary damage assessments, and post-disaster housing and sheltering. The programs delivered also include on-site technical support, contact center/call center support, on-site staff support (at EOCs or field operations locations), grants program management, and other federal and state pre- and post-disaster programs. At the foundation of how they approach work should be excellent in client delivery. This is an excellent opportunity for a driven and experienced subject matter expert to help grow a multidisciplinary service.
Job Duties and Responsibilities include:
This expert will be capable of enhancing and expanding existing business, elevating service and revenue to new heights, and attracting new clients. The responsibilities of this position include, but are not limited to:
Support MER3 vertical leadership in providing high quality, timely, and profitable delivery of the Response and Recovery (R&R) project portfolio
Develop, influence and implement an R&R market strategy, utilizing Tidal Basin’s national teams and capabilities
Support MER3 leadership by providing recommendations and guidance on a portfolio of projects or programs of significant size, complexity, and significant financial impact
Help grow the R&R response, recovery, logistics, housing, and consulting practice
Work closely and collaboratively with MER3 leadership to share resources, augment capabilities, and bring the best of Tidal Basin to every project
Support the breadth of Tidal Basin’s R&R related projects by providing expertise and guidance
Support MER3 leadership in identifying new staff for hiring and cross-train existing staff to deliver R&R projects, fostering a culture of trust, accountability, leadership, and ownership within the organization
Participate in and help drive innovative workstreams to differentiate Tidal Basin and address market changes, challenges, and opportunities
Support production of winning proposals (both technical and cost)
Prepare and lead client presentations and interviews
Support the refinement of existing delivery strategies to improve predictability, quality, and efficiency
Build relationships with senior leaders at Federal, State, Local, Territorial, Tribal and commercial entities alongside company leadership
Attract and secure new R&R clients and build the opportunity pipeline alongside State, Local, Commercial (SLC) leadership
Travel as needed to support project, client, and team needs (estimated 30-50% of time)
Provide leadership ideas internally and externally
Serve as a Subject Matter Expert and mentor for R&R projects across the organization
Skills and Competencies:
Deep understanding of project management and consulting service models and FEMA PA, IA, and Logistics funded disaster recovery programs
FEMA Response and Recovery Subject Matter and Program Management Expertise
Deep experience in all facets of R&R related work including but not limited to post-disaster assessments (public facilities and infrastructure as well as housing), sheltering (mass care and non-congregate), program implementation for public and individual programs executed for federal or state clients, as well as federal grant and reimbursement programs from FEMA and others.
Experience working to deploy solutions to support clients in project and program management in one of the Tidal Basin Service Lines (Public Assistance, Response, Preparedness, GPM/Housing/HUD, Financial and Program Management, Mitigation/Resilience).
Provide strong, dynamic leadership that mentors, develops, and guides team members, staff, and client relationships.
Excellent oral, written, organizational, and time management skills, with ability to multi-task and work with minimal or no supervision.
Experience working with federal grant-funded programs
Excellent client relations and an understanding of local, state, and federal government
Education and Experience:
Bachelor’s Degree in Emergency Management, Planning, Engineering/Architecture, Environmental, Finance or related degree. Master’s Degree preferred.
15 years of progressively increasing responsibility and experience delivering public and individual assistance projects and programs, with particular emphasis on FEMA funded response and recovery projects, at the Federal, State, Local, Tribal or Territorial Levels
Experience leading diverse technical and geographic teams
Complete all required compliance training
Perform other duties as assigned.
