Position Summary: 
Tidal Basin is the nation’s premier provider of integrated preparedness, emergency response management, and disaster recovery consulting services. We are growing our team and have opportunities for Emergency Management professionals to join our roster of standby staff. Do you have Incident Management Team (IMT) experience working in a local or state Emergency Operations Center, or experience in the field during a disaster response? If you have 3 or more years of experience and/or supporting certifications (such as NQS Type III PTB or greater), and are interested in episodic work, look no further! 

We are looking for individuals with the following qualifications: 

EOC Manager 

Coordinate state and local disaster assistance efforts; help oversee budget and expenditures to ensure stewardship of the public trust and disaster operations’ effectiveness; appraise the most urgently needed types of assistance; serve as the principal point of contact for coordination of state and local disaster relief activities and implement of the state emergency plan.  Must have 3+ years of work experience in the role. 

Finance/Admin Section Chief 

Responsible for all financial, administrative, and cost analysis aspects of the incident; oversee staff responsible for recording personnel time; negotiate leases; maintain vendor contracts; administer claims; track and analyze incident costs.  Must have 3+ years of work experience in the role. 

Logistics Section Chief 

Oversee the provision of all support needs for the incident, including ordering resources and providing facilities, transportation, supplies, equipment maintenance and fuel, food service, communications, and medical services for incident personnel.  Must have 3+ years of work experience in the role. 

Operations Section Chief 

Manage all operational responses directly applicable to the incident; manage all incident tactical activities and supervise organizational elements in accordance with the Incident Action Plan (IAP); direct execution of IAP.  Must have 3+ years of work experience in the role. 

Planning Section Chief 

Collect, evaluate, and disseminate operational information pertaining to the incident. Maintain information and intelligence on the current and forecasted situation, as well as the status of resources assigned to the incident; prepare and document Incident Action Plans (IAP); gather and disseminate information and intelligence critical to the incident.  Must have 3+ years of work experience in the role. 

 
Job Duties and Responsibilities may include, but not limited to: 

  • Manage operational response activities and incident priorities.  

  • Coordinate field operations and support requests.  

  • Track incident status, operational objectives, and resource assignments.  

  • Ensure operational activities align with Incident Action Plans (IAPs).  

  • Coordinate with public safety agencies, public works, utilities, and partner organizations.  

  • Identify operational gaps, constraints, and emerging issues.  

  • Provide operational briefings to EOC leadership.  

  • Monitor situational awareness and recommend operational strategies.  

  • Ensure mutual aid coordination and deployment support.  

  • Supervise operational branches, units, or task forces.  

 
Skills and Competencies: 

  • Must have computer skills, including using Microsoft Office Suite applications with the ability to quickly learn new computer software, programs, or tools. 

  • Must possess a high level of attention to detail and be organized with the ability to prioritize multiple projects and meet deadlines. 

  • Maintain a personal and professional high state of readiness and professional training. 

  • Excellent written and verbal communication skills. 

  • Ability to remain calm in stressful situations. 

  • Current certifications in Incident Command System (ICS) and completion of applicable FEMA Independent Study courses. 

  • Possess a valid state-issued driver’s license and a satisfactory driving record.  

  • Upon notification of activation, the ability to quickly deploy to assigned client location.  
     

Physical Demands/Work Environment: 

  • Mobility required to travel to disaster sites and affected communities working on-site 

  • Sitting or standing for hours at a time. 

  • Capability to work in adverse weather conditions and challenging environments. 

  • Ability to work up to twelve-hour shifts and maintain flexibility for longer shifts as needed. 

  • Ability to work at a computer for extended periods of time if needed. 

  • Ability to lift 25 lbs. throughout the day to transport Starlink systems. 

 
Education and Experience: 

  • Bachelor’s degree, preferred. 

  • Resume work experience highlighting specific Manager/Section Chief work experience.  Experience in leading, directing and evaluating shelter workers.  

  • Experience in handling time sensitive issues that may arise in your area of responsibility.  

  • Ability to read, write, and follow verbal and written instructions in English.  

  • Valid Driver’s License  

  • Minimum 18 years of age  

  • Certificates for IS-100, IS-200, IS-300, IS-400, IS-700, and IS-800 available for documentation
