Position Summary:
We are a leading Disaster Recovery Emergency Management Consulting firm and are growing our team of Emergency Operations Center (EOC) Specialists for anticipated episodic opportunities. The EOC positions follow the Incident Command System (ICS) structure, with defined roles to manage emergency response and recovery efforts.  The EOC Specialists we are seeking are knowledgeable and experienced in the Incident Command System (ICS). Job Duties and Responsibilities may include, but not limited to:
 
  • Establishes and maintains contact with external agencies, including government entities, utilities, NGOs, private-sector partners, and mutual aid organizations.
  • Acts as a conduit for information sharing between the EOC and partner agencies.
  • Participates in coordination meetings, joint briefings, and conference calls to ensure consistent communication across all response partners.
  • Gathers, compiles, and disseminate situational updates from partner organizations.
  • Assists in preparing situation reports, briefings, and updates for EOC leadership.
  • Ensures that external agencies are informed of incident status, operational plans, and response priorities.
  • Facilitates the identification, request, and allocation of resources from external partners as needed.
  • Collaborates with the Logistics and Planning Sections to ensure resources from external agencies are tracked and utilized effectively.
  • Supports the resolution of resource or operational conflicts through effective communication and problem-solving.
  • Ensures external agencies operating within the response structure adhere to established policies procedures, and incident objectives.
  • Advises the EOC Director on interagency coordination issues or concerns.
  • Assists in maintaining compliance with federal, state, and local emergency management standards including NIMS/ICS protocols.
  • Maintains detailed records of communications, agreements, and commitments made with external agencies.
  • Supports the after-action review (AAR) process by providing insights into interagency coordination efforts.
  • Assists with developing mutual aid agreements, memoranda of Provides overall leadership, direction, and coordination of EOC activities.
  • Builds and maintains positive relationships with key stakeholders before, during, and after incidents.
  • Participates in preparedness activities, including sessions, drills and exercises.
  • Complete required training.
  • Other duties as assigned.

Skills and Competencies:
  • Strong interpersonal and communication skills, with the ability to build relationships across diverse agencies.
  • Excellent organizational and problem-solving abilities.
  • Proficiency in EOC management tools (e.g. WebEOC, GIS software) and Microsoft Office Suite.
  • Ability to work in high-stress, dynamic environments and adapt to evolving incident conditions.
  • Ability to work collaboratively in team settings and take initiative in leadership roles as needed.
  • Ability to assess situations and take appropriate action in accordance with policies and procedures.
  • Maintain a personal and professional high state of readiness and professional training.
  • Excellent written and verbal communication skills.
  • Current certifications in Incident Command System (ICS) and completion of applicable FEMA Independent Study courses, preferred.
  • Possess a valid state issued driver’s license and maintain a satisfactory driving record.
  • Upon notification of activation, ability to quickly deploy to assigned client location.

Physical Demands/Work Environment:
  • Mobility required to travel to disaster sites and affected communities.
  • May require standing, walking, or sitting for extended periods.
  • Ability to work in adverse weather conditions and challenging environments.
  • Ability to work up to twelve-hour shifts and maintaining flexibility for longer shifts as needed.
  • Ability to work at a computer for extended periods of time if needed.
  • Ability to lift 25 lbs. throughout the day and as needed.

Education and Experience:
  • Bachelor’s degree preferred, in Emergency Management, Public Administration, Homeland Security, or a related field.
  • 3-5 years of experience in emergency management, disaster response, or a related field, preferably working in an EOC.
