Position Summary: The primary purpose of this position is to assist our client in the implementation and management of their Hazard Mitigation (HM) acquisition programs as well as maintain the effectiveness, efficiency, and success of the various HM programs and operations in relation to the client and Business Unit’s requirements, goals, and objectives.
Hazard Mitigation Acquisition Specialists apply FEMA’s Hazard Mitigation Assistance (HMA) guidance with a specific focus on administering and monitoring acquisition program support assistance critical to effective delivery to our clients. For this role, the Specialist will focus on duties related to the logistics of acquiring multiple properties and removing all improvements thereon, ensuring complete return of property to natural conditions. Specifically, this role will procure and manage all related vendors to fulfill the tasks required to complete this program within budget and schedule requirements.
Onsite: This is an onsite position working in Anchorage or onsite in Bethel, Newtok or Mertarvik, AK
Job Location Environment:
Anchorage: Office environment requiring adapting to client office schedule and reporting; driving is a requirement.
Project location(s): Onsite, austere locations include distant, isolated locations accessible only by boat or small plane. May require lodging in field conditions. Duties will include outdoor tasks in various weather conditions.
Travel requirements may include personal weight restrictions on small aircraft and/or watercraft. Work in the field may require walking long distances. Physical stamina and working in challenging environments, including cold climates, is required.
Job Duties and Responsibilities include:
This role reports to the project manager and will assist with acquisition program’s tasks related to project logistics, including:
Manage complex project schedules involving multiple sites, program deadlines, weather impacts, community-specific scheduling, and seasonal impacts, to acquire properties, remove all improvements, return the land to natural vegetative state, and ensure pristine environmental conditions with zero debris upon completion and closeout
Manage vendor procurement as well as vendor delivery of services throughout the project
Assist with public meetings as well as meeting directly with property owners to discuss ongoing participation in the voluntary acquisition program
Travel and lead site visits to inventory conditions as well as tasks required to complete the acquisition process
Respond to any FEMA RFI promptly and within requested timeframe
Document adherence of project activities and project vendors and expenses to FEMA HMA guidance,
Complete all related project closeout activities and documentation
Perform other duties as assigned
Complete all required compliance training on an annual basis
Skills and Competencies:
Demonstrated understanding of project logistics, scheduling and vendor management for acquisition projects and residential property mitigation measures.
Advanced user of SharePoint, Microsoft Office, Adobe Acrobat Pro, and other technical programs needed to perform acquisition tasks.
Ability to work under pressure, within deadlines, maintaining emotional self-control, and taking guidance from clients, project managers, business unit leadership, and executive leadership.
Ability to express complex, controversial, and technical ideas and concepts clearly and concisely both orally and in writing in the form of presentations to large and small groups and reports that present authoritatively the client’s position.
Ability to communicate effectively with vendors as well as key stakeholders regarding the scheduling and construction process throughout the program timeline, including written and verbal communications.
Maintain and share knowledge of FEMA guidance related to acquisition programs, the acquisition planning process, and the project implementation process.
Ability to work through incomplete and conflicting data.
Interpersonal and communication skills to explain, define, and advise clients on the HMA rules, regulations, and processes.
Travel as required including extended deployments to support Tidal Basin business initiatives and projects. Requires ability and willingness to travel to remote locations in challenging weather conditions.
Required Education and Experience:
A bachelor’s degree in emergency management, Engineering, or a related field or, if no degree, must have a minimum of seven (7) years of related experience.
1 year of progressively responsible experience in HM related work at a local or state government agency, special districts, federal agencies, utility, private non-profit, university or college, or other entity or where job duties can reflect being specifically related to Hazard Mitigation and/or property acquisition.
Must have demonstrated experience with acquisition and/or other types of residential mitigation.
Preferred Experience:
Possess technical background and skills required to implement, monitor, and manage acquisition mitigation grant activity.
Experience managing real estate transactions and residential construction.
Experience managing data using Smartsheet or similar program.
Physical Requirements:
• The person in this position needs to occasionally move about inside small quarters with limited space.
• Frequently works in outdoor weather conditions.
• May require bending and stretching.
• Must be able to travel on small aircraft, boats, ATV’s and off-road vehicles.
• Must be able to negotiate terrain impacted by natural disasters.
• Must be physically under 250 lbs. to meet requirements for traveling on small vessels.
