Position Summary: The Senior Consultant will play a lead role in the delivery and management of programs focused on disaster recovery, resiliency, risk mitigation, and/or federally funded grant management programs. The Senior Consultant will oversee various functions related to disaster recovery and grant management programs, including constituent services, operations, reporting, appeals, and overall grant management. This role requires strong analytical skills, attention to detail, and the ability to work collaboratively with various stakeholders, including internal and external stakeholders, client teams, disaster survivors or program applicants, and other contractors.
Job Duties and Responsibilities:
Provide expert technical assistance on policies, principles, and standard operating procedures related to the program.
Quickly gain an in-depth understanding of the programs’ mission, eligibility requirements, policies, and processes to guide staff in fielding questions regarding all aspects of the program.
Lead development of program policies and procedures, manage and update all program policies and procedures
Develop training tools and resources related to program policy
Maintain knowledge of relevant regulations and guidance.
Ensure absolute confidentiality of work-related issues and uphold data integrity policies.
Ensures program service and procedure issues are resolved.
Identify and lead daily tasks regarding the financial management ofthe Shelter and Housing Recovery Programs
Lead appeals process by managing workflow and process.
Direct communication with applicants filing their appeals.
Manage production goals for functional teams
Assign staffing responsibilities, including caseloads, to address or prevent bottlenecks.
Lead a team of analysts to support invoice review and other financial management matters for the recovery programs
Provide support for projected burn rates on the project and for the programs writ-large
Oversee the creation and maintenance of project Standard Operating Procedures (SOPs) for all financial management activities and invoice review processes
Maintain knowledge of FEMA regulations and guidance to ensure prospering record keeping and financial management practices are maintained.
Ensure absolute confidentiality of work-related issues and uphold data integrity policies.
Write formal reports that are clear, concise, and easily understood.
Present program/project ideas and coordinate with management and staff.
Create financial management-related processes and workflows and see them through to implementation
Provides support for environmental review and compliance throughout project activities.
Reviews a wide range of environmental, scientific, technical, management, engineering, socio-economic, and legal issues for programs.
Serves as project or technical monitor for task orders addressing environmental/historic preservation compliance issues.
Meet deadlines in a fast-paced work environment.

Understanding of local, state, and federal government structure

Required Education and Experience:
Bachelor’s degree required; AND
5 or more years in case management, financial management, accounting, application processing, grant-funded or government programs or related fields;
Experience demonstrating proficiency in MS Office Suite
Experience demonstrating proficiency in data management and reporting software is a plus
Experience working with case management reporting systems (Dynamics 365, QuickBase, etc.) is a plus
Previous experience on a federally funded program a plus.
