Department Head – Long Term Recovery Programs (including CDBG-DR)

Position Summary:
Tidal Basinis seeking an energetic, experienced, and results-oriented Department Head lead and manage the operations of our Long Term Recovery Program team including programs for CDBG-DR to support Tidal Basin’s growth in this sector. At the foundation of how they approach work should be excellence in client delivery. This is an excellent opportunity for a driven and experienced subject matter expert to help grow a multidisciplinary service. This expert will be capable of delivering, enhancing, and expanding existing business, elevating service and revenue to new heights, and attracting new clients.
The responsibilities of this position include, but are not limited to:
Support the Response & Recovery leadership in providing high quality, timely, and profitable delivery of the Long Term Recovery Program support project portfolio
Develop, influence and implement a broadLong Term Recovery (including a CDBG-DR) market strategy, utilizing Tidal Basin’s national teams and capabilities
Support the Response & Recovery leadership by providing recommendations and guidance on a portfolio of projects or programs of significant size, complexity, and significant financial impact
Help grow the Response & Recovery planning, design, grants management, and consulting practice
Work closely and collaboratively with the SLC leadership to share resources, augment capabilities, and bring the best of Tidal Basin to each and every project
Support the breadth of Tidal Basin’s Long Term Recovery related projects by providing expertise and guidance
Support the Response & Recovery leadership in identifying new staff for hiring and cross-train existing staff to deliver Long Term Recovery projects, fostering a culture of trust, accountability, leadership, and ownership within the organization
Participate in and help drive innovative workstreams to differentiate Tidal Basin and address market changes, challenges, and opportunities
Support production of winning proposals (both technical and cost)
Prepare and lead client presentations and interviews
Support the refinement of existing delivery strategies to improve predictability, quality, and efficiency
Build relationships with senior leaders at Federal, State, Local, Territorial, Tribal and commercial entities alongside company leadership
Attract and secure new Long Term Recovery clients and build the opportunity pipeline alongside SLC leadership
Travel as-needed to support project, client, and team needs (estimate 50% of time)
Provide thought leadership ideas internally and externally
Serve as a Subject Matter Expert and mentor for Long Term Recovery projects across the organization
Ensure health and safety guidelines are established and followed
Complete required training including safety training
Skills and Desired Competencies:
Deep understanding of project management and consulting service model.
Deep experience in all facets of Long-Term Recovery related work including but not limited to housing, as well as federal grant and reimbursement programs from HUD, FEMA and others.
Experience working to deploy solutions to support clients in project and program management in one of the Tidal Basin Service Lines (Public Assistance, Response, Preparedness, Long Term Recovery /Housing/HUD, Financial and Program Management, Mitigation).
Provide strong, dynamic leadership that mentors, develops, and guides team members, staff, and client relationships.
Excellent oral, written, organizational, and time management skills, with ability to multi-task and work with minimal or no supervision.
Experience working with federal grant-funded programs
Excellent client relations and an understanding of local, state, and federal government
Required Education & Experience:
Bachelor’s Degree in Emergency Management, Planning, Engineering/Architecture, Environmental, Finance or related degree. Master’s Degree preferred.
15 years of progressively increasing responsibility and experience delivering FGM and Housing-related projects and programs at the Federal, State, Local, Tribal or Territorial Levels
Licensure in Field of Study (i.e. CEM, AICP, PE, AIA, CPA)
Project Management Professional (PMP)
Experience leading diverse technical and geographic teams
