Position Summary: Tidal Basin is expanding our Federal Disaster Recovery Cadre. This Cadre is composed of dedicated individuals who wish to help communities in their time of need. We are part of a larger team of Technical Assistance Contractors (TAC) who deploy alongside the Federal Emergency Management Agency (FEMA) to provide technical assistance for the delivery of the FEMA Public Assistance (PA) Program, which assists State, Local, Tribal, and some Private Non-Profits recover and rebuild following a natural or man-made disasters.
This position is expected to be forward deployed to the site of federally declared disasters but may also require work from your Residence of Record (RoR), hotel room, FEMA’s Regional Offices, FEMA Headquarters, or other facilities, dependent on the needs and requirements of FEMA, the Prime, and Tidal Basin.
Candidate must be willing and able to deploy up to 100% to sites of the disasters. Travel expenses are paid. Staff may be lodging in a hotel for up to a year.
The 406 Mitigation Specialist will advise applicants and formulate / review 406 Mitigation Proposals under the National PA delivery model to mitigate impacts or the severity of impacts from future disasters to critical infrastructure. Facility types will vary and potentially include any eligible facility as listed in the PAPPG. Event types include all types of events that could potentially be declared a federal disaster as listed in 44 CFR § 206.2
Job Duties and Responsibilities include:
Formulate 406 Mitigation sub applications/Proposals under the National PA delivery model to mitigate impacts or the severity of impacts from future disasters on critical infrastructure.
Review 406 Mitigation sub applications/proposals
Develop Benefit Cost Analysis (BCA)
Develop Cost Estimates
Provide recommendations and guidance regarding 406 Mitigation.
Must be reliable and able to work with minimal oversight.
Skills and Competencies:
Must have an expert knowledge of the FEMA 406 Mitigation Program.
Must have an expert knowledge of the FEMA’s National PA Model.
Ability to write comprehensive 406 Mitigation project sub applications/proposals.
Understanding of and experience using the FEMA Benefit-Cost Analysis (BCA) tool.
Ability to screen / triage sub applications for eligibility, feasibility, cost-effectiveness, and EHP compliance.
High proficiency in Microsoft Office Suite (Outlook, Word, Excel, Notes)
Proficiency with Grants Manager.
Required Education and Experience:
5+ Years experience with undergraduate degree for Mid-Level, or 10+ years experience and professional registration for Senior-Level
Should have experience writing mitigation proposals and at least 1 deployment with FEMA
Must have passed, or be able to pass, a FEMA background investigation
Must have passed or be able to pass the Serco Grants Manager and PDMG training classes.
