The Program Analyst supports the State of Alaska Disaster Case Management Program by providing programmatic, analytical, compliance, and operational support. This position is responsible for monitoring program performance, maintaining program documentation, supporting quality assurance activities, analyzing program data, and ensuring compliance with applicable program requirements and standards.
The Program Analyst works closely with program leadership, Constituent Services Managers, Disaster Case Managers, Resource Navigators, and external stakeholders to support effective service delivery and continuous program improvement. This role assists with reporting, performance monitoring, policy implementation, training support, and program evaluation activities.

Position Summary:

This role assists with reporting, performance monitoring, policy implementation, training support, and program evaluation activities.
Job Duties and Responsibilities include:
- Support the development, implementation, and maintenance of program policies, procedures, and operational guidance.
- Monitor program activities to ensure compliance with state, federal, and program-specific requirements.
- Collect, analyze, and report program performance metrics, case management outcomes, and operational data.
- Develop and maintain dashboards, reports, and tracking tools to support program management and decision-making.
- Conduct quality assurance reviews of case files, referrals, documentation, and program records.
- Identify trends, performance gaps, and opportunities for process improvement and operational efficiencies.
- Assist with preparing reports, presentations, briefings, and other deliverables for program leadership and stakeholders.
- Support program audits, monitoring activities, and compliance reviews.
- Coordinate with training staff to ensure policies, procedures, and program updates are incorporated into training materials.
- Maintain knowledge of disaster case management principles, recovery programs, and applicable guidance.
- Support data integrity, records management, confidentiality, and information security requirements.
- Assist with resource tracking, workflow monitoring, and program operational planning activities.
- Perform other duties as assigned.
- Strong analytical, organizational, and problem-solving skills.
- Excellent attention to detail and ability to manage large amounts of information accurately.
- Strong written and verbal communication skills.
- Ability to analyze data and translate findings into actionable recommendations.
- Experience developing reports, dashboards, and performance metrics.
- Ability to work independently while supporting a multidisciplinary team.
- Strong time management skills and ability to meet deadlines in a fast-paced environment.
- Proficiency in Microsoft Excel, Word, PowerPoint, and other data management tools.
- Familiarity with disaster recovery programs, FEMA Individual Assistance programs, and Disaster Case Management principles.
- Experience supporting quality assurance, compliance, auditing, or program evaluation activities.
- Experience with case management systems, data reporting platforms, and performance monitoring tools.
- Knowledge of trauma-informed and survivor-centered service delivery models.
- Associate's or Bachelor's degree in Business Administration, Public Administration, Emergency Management, Data Analytics, Social Sciences, Human Services, or a related field preferred.
- Minimum of two (2) years of experience supporting program operations, compliance, reporting, quality assurance, case management programs, disaster recovery programs, or related government-funded initiatives.
- Experience working with grant-funded, federally funded, or state-administered programs preferred.
- Strong proficiency in Microsoft Office Suite, particularly Excel.
- Ability to pass a criminal background check.
- Primarily office or remote work environment with occasional field or stakeholder engagement activities.
- May require travel throughout Alaska to support program operations.
- Local hires are strongly encouraged.
- May require evening, weekend, or holiday work based on operational needs.
- Ability to work in a dynamic and evolving disaster recovery environment.
