Position Summary:
Tidal Basin is a professional consulting services firm specializing in emergency and disaster management, disaster recovery, emergency preparedness, grant management and technology services.
This position will be responsible for effectively and proactively establishing, maintaining, and reporting on cost controls, performance management, risk management, and schedules for projects.
This position reports to the Business Unit (BU) Lead or other BU Manager, or directly to the project manager according to project-specific circumstances.  While reporting to operations, the role partners daily with corporate finance Project Controls team to facilitate compliance with corporate project control procedures.  

Job Duties and Responsibilities include:
This position plans and establishes cost and schedule work breakdown structures (WBS) and metrics, collects performance data (expended labor hours and other progress measurements), tracks data, analyzes earned value, productivity and risk analysis, and reports out findings. Responsible for updating and maintaining the project controls system and document controls to ensure documents are filed appropriately and work processes are used according to project procedures.
Project Planning & Scheduling:
  • Develop and maintain detailed project schedules, including resource allocation, activity sequencing, and milestone tracking.
  • Work with the project team to monitor baseline schedule progress.
  • Identify potential schedule delays and recommend mitigation strategies.
  • Prepare and analyze master project/program schedule, baseline schedules, progress schedules, specialty schedules, schedules analysis, and project progress reporting
  • Produce schedule reports including near-term tracking, planned vs actual and milestone variance
  • Provide or review schedule updates, produce exception reports of schedule deviations, and recommend recovery plans
Cost Control & Budgeting:
  • Assist in the development of project budgets and cost estimates.
  • Monitor and control project costs, ensuring adherence to the budget.
  • Analyze cost variances and develop corrective actions to keep the project within budget.
  • Prepare cost reports and forecasts for project management.
  • Monitor subconsultant costs and invoicing, to facilitate compliance with contract agreements
  • Support timely invoicing process by maintaining oversight on project costs in real time, including adherence to corporate time and expense policies.
  • Generate cost reports including budget/contingency tracking, cost forecast, and cost curve variance of planned vs actual
  • Develop cost estimates, including conceptual estimates, change order estimates, and other estimates as defined
  • Develop cost report templates, as needed
Risk Management:
  • Identify project risks and develop risk management plans.
  • Monitor and report on risks throughout the project lifecycle, proposing corrective actions as needed.
  • Work with project teams to mitigate risks and minimize impacts on project objectives.
Project Reporting:
  • Prepare weekly and monthly or quarterly project control reports that include cost, schedule, risk, and quality sections
  • Develop and produce reports for project management (PM) staff to monitor the progress and status of the project
  • Administrative and document control support for project-related documents
Change Management:
  • Assist in the identification and documentation of project changes.
  • Generate proposals for submission to client. Includes generating scopes for subcontractors and requesting associated pricing.
  • Analyze the impact of changes on the project schedule, cost, and resources.
  • Support the implementation of approved changes and update project controls accordingly.
Collaboration & Communication:
  • Coordinate with project teams, contractors, and stakeholders to ensure alignment on project goals and progress.
  • Facilitate regular meetings to review project performance, address issues, and communicate updates.
  • Foster a culture of continuous improvement within the project team.
  • Prepares PM for internal and external meetings by providing reports, analysis, and backup documentation to assist in the management of the project and dissemination of information/ reports/ deliverables to the Tidal Basin management team.
Performs other duties as assigned and completes required annual trainings.

Skills and Competencies:
  • Demonstrated ability to organize and prioritize work and work under pressure to meet deadlines.
  • Computer Skills: Working knowledge of MS Office tools, with emphasis on the advanced use of MS Excel in creating and maintaining detailed, interactive spreadsheets, workbooks, and databases. 
  • Communication: Excellent written and verbal communication skills, with a proven ability to interact and multitask with project team members, clients, and vendors of varying position levels.
  • Eager to cultivate program and project knowledge to make a valuable impact on Tidal Basin operations.
  • Proficiency in budgeting, forecasting, project scheduling, and project controls methods and tools.
  • Ability to work both independently and as part of a Project Controls team.
  • Ability to travel to Tidal Basin offices or project sites (up to 75% of time) to support critical project needs.

Education and Experience:
  • Bachelor’s degree in Business, Finance, Science, Engineering, Architecture, Construction Management, Mathematics or comparable area. In lieu of education, 6 yrs related experience.
  • 4 or more years of related experience preferred. Advanced Degree may be used to substitute for years of experience.
  • PMI certification or other industry certification (e.g. CAPM, PMO-CP), is desired.

Work Location:  Remote with 75% travel
