Position Summary:
The Compliance Analyst will support the Compliance Lead ensuring that infrastructure, housing, and socioeconomic development recovery programs remain in compliance with statutory, regulatory, and internal policies.
In this role, the Compliance Analyst will support the development and oversight of policies and procedures for an upcoming large-scale, federally funded grants program. The Compliance Analyst will support the team through monitoring visits audit engagements from federal regulators. The Compliance Analyst will also participate in collaborating in internal monitoring process and external audits to ensure that program guidelines and controls are met.
The Compliance Analyst will provide data, research, and technical assistance as required to ensure the program satisfies stated requirements as well as industry best practices. The position will work closely with the Compliance Lead and the program staff to review and interpret grant requirements, statutes, regulations, and policies to ensure that programs are compliant.
Duties/Responsibilities:
Specific duties may include:
• Review and interpret federal laws and regulations, including, but not limited to, Uniform Guidance, 2 CFR 200.
• Track grant and program requirements, applicable statutes, regulations, rules, and policies.
• Provide program oversight assistance with grant requirements.
• Assist in the development of policies and procedures for administrative, accounting, and grant compliance.
• Track data and reports for monitoring visits and audits.
• Write responses to monitoring visits and audits.
• Initiate compliance audits to identify potential issues.
• Provide compliance support for grant-funded procurements
• Develop risk assessments for internal controls.
• Uphold quality control and compliance monitoring methodologies based on the requirements of the program contract and funding source.
• Assist with communications and respond to inquiries regarding reporting, and regulatory and corporate compliance activities.
• Advise program leadership on program improvements based on compliance research and findings.
• Assist in preparing and/or reviewing reports for internal and external stakeholders.
• Maintain expert understanding of all program policies and procedures.
• Maintain program records
• Meet deadlines in a fast-paced work environment
• Perform other duties as assigned
Required Skills and Competencies:
• Strong research and data management skills.
• Effective verbal and written communication.
• Ability to work under pressure as part of a large team and complete tasks to an agreed standard.
• Excellent organizational skills and attention to detail.
• Strong interpersonal, analytical, and problem-solving skills.
• Excellent time management skills with a proven ability to meet deadlines.
• Experience with recovery funds such as but not limited to Community Development Block Grants – Disaster Recovery and Mitigation (CDBG-DR and CDBG-MIT) is a plus.
Required Education and Experience:
• Bachelor’s degree in accounting, administration, management, or other relevant field
• At least 1+ years of relevant experience in regulatory compliance, accounting, or grants administration.
• Knowledge of principles, techniques, and guidelines relative to grants and contract administration.
• Proficiency in MS Office Suite
• Based in Puerto Rico, hybrid work is available
• Bilingual in English and Spanish
