Position Summary
The role of the Senior Project Manager is to work in partnership with government and non-government entities to identify, design, and manage a variety of recovery and mitigation projects funded through HUD and FEMA and/or other grants with a general focus on disaster recovery, economic recovery, storm and flood water management, mitigation, housing, infrastructure, and resilience.Remote work may be considered for candidates who live more than 50 miles from one of our corporate office locations. Job Duties and Responsibilities
- Managing project budget, schedule, and resources to deliver contract requirements and enable disaster recovery and resilience outcomes for communities
- Overseeing the design and implementation of programs and activities in compliance with federal grant requirements and regulations, including 2 CFR 200, National Environmental Policy Act, Davis-Bacon Act, Fair Housing Act, Uniform Relocation Act, duplication of benefits, and others
- Managing project personnel and subcontractors that may consist of subject matter experts, case managers, engineers, architects, inspectors, construction managers, and other critical personnel in support of disaster recovery activities
- Providing effective oversight through the development of controls, policies, and standard operating procedures to meet requirements, manage risk, and ensure client satisfaction
- Coordinating with the finance and project control teams on project financial reporting and forecasting, and invoicing
- Conducting and/or supporting the client with community outreach and engagement
- Supporting business development activities, including proposal writing and reviewing, as needed
- Supervising and mentoring staff
Required Skills and Competencies
- Exceptional project management expertise, including the ability to manage budget, schedule, and resources (including staff and subcontractors)
- Exceptional written and verbal communication skills, especially in working with government officials
- Excellent organizational skills and attention to detail
- Excellent interpersonal, analytical, and problem-solving skills
- Familiarity with compliance requirements for HUD’s CDBG-DR grant program (e.g. environmental compliance, labor standards, and duplication of benefits)
- Ability to manage client expectations, subcontractor relationships, and overall contract with client to ensure success of projects
- Excellent time management skills with a proven ability to meet deadlines
- Ability to work independently and proactively
Education and Experience
- Bachelor’s Degree in engineering, architecture, accounting, finance, law or policy, business, public administration, urban planning, emergency management or other related field of study required
- Minimum of 12 years of applicable disaster recovery experience, 3 years of which related to implementing HUD CDBG-DR/MIT grant programs
- Minimum 5 years’ experience as a project manager, including managing budgets, subcontractors, and staff resources (Project Management Professional certification a plus)
- Experience working with or for state, local, and/or federal governments
