Position Overview
The Chief Operating Officer (COO) of Tidal Basin Group is a senior executive leader responsible for driving operational excellence across the enterprise and its affiliated organizations, and MLU.  The COO ensures seamless delivery of disaster response and recovery, program management, contingency operations services, mitigation and preparedness services while aligning operations with the company’s long-term growth strategy.

This role requires a proven leader who can scale complex operations, enhance cross-organizational collaboration, and deliver innovative solutions to clients in both the public and private sectors.  This role provides leadership and direction for multiple departments, including Human Resources, Talent Acquisition and Management, Logistics, Safety, and Office Management. The COO will work closely with the executive leadership team to develop and implement policies, improve processes, and enhance organizational effectiveness.  Strong leader and collaborator skills are sought to enhance organizational effectiveness.

It is anticipated that this position will be based in one of our local offices or within the Northeast region. Travel is required approximately 25% of the time to support operational business needs.  


Job Duties and Responsibilities include:

Strategic & Enterprise Leadership
  • Partner with the CEO, President and executive leadership to design and execute the 5-year growth strategy across Tidal Basin and MLU Services.
  • Ensure integration of operations across brands, building synergies in program delivery, contingency operations, and infrastructure markets.
  • Drive expansion into federal, state, local and commercial sectors by aligning operational capabilities with market needs.
  • Translate enterprise-wide strategic initiatives into measurable outcomes for service delivery and client impact.
Operational Oversight
  • Lead daily operations across program management, disaster recovery, resilience, and consulting services.
  • Oversee contingency operations—ensuring rapid mobilization, staffing, logistics, and resource deployment during critical response missions.
  • Establish standardized operational frameworks that ensure efficiency, scalability, and compliance across multi-agency programs.
  • Strengthen cross-functional collaboration between delivery teams, technology, finance, HR, and compliance.
Performance & Growth
  • Develop operational metrics to measure client satisfaction, project delivery success, and revenue growth.
  • Identify and capture operational synergies between Tidal Basin and MLU Services.
  • Champion continuous improvement initiatives, leveraging technology, data, and process optimization.
  • Ensure readiness for large-scale contracts with federal and state agencies by maintaining operational agility and workforce capacity.
Leadership & People Development
  • Mentor and inspire senior leaders across brands, fostering a culture of accountability, collaboration, and innovation.
  • Oversee workforce development strategies to ensure scalable staffing models for surge operations.
  • Ensure the recruitment, retention, and professional development of diverse, mission-driven talent.
  • Lead succession planning and executive team alignment to ensure long-term organizational strength.
Risk, Compliance & Quality
  • Manage compliance with federal and state contracting requirements, disaster recovery regulations, and ethical standards.
  • Oversee risk management, safety, and quality assurance frameworks across projects.
  • Establish operational contingency plans to mitigate disruption during large-scale emergencies.

 Required Skills and Competencies:

  • Skilled at building client relationships and ensuring operational readiness for high-visibility programs.
  • Exceptional communication, negotiation, and leadership skills. Ability to analyze business needs and drive strategic initiatives that enhance organization performance.  
  • Ability to create and define a clear vision, set strategic goals, implement actionable plans, and measure success through data-driven results.  
  • Proactive and detail-oriented, capable of managing multiple projects simultaneously while maintaining efficiency. 
  • Ability to navigate and enhance information exchange within the organization.  
  • Ability to recognize the need for executive alignment and effectively secure leadership support by demonstrating strategic value, cost efficiencies, and competitive advantages. 
  • Ability to lead and support organizational adaptation to cultural, business, and technological changes, ensuring seamless integration and adoption. 
  • Thorough understanding of organizational dynamics, including roles, responsibilities, and processes across departments.  
  • Strong and versatile communicator with excellent oral, written, and interpersonal skills, adept at building and maintaining positive professional relationships.


Required Education and Experience:
  • Bachelor’s degree in Business, Public Administration, Emergency Management, Engineering or related field (MBA or advanced degree or professional certifications/license preferred).
  • 20+ years of progressive leadership experience in program delivery, disaster recovery, mitigation services, emergency management, or infrastructure services, and business operations and P&L.
  • Executive leadership experience is required.
  • Demonstrated success scaling operations in mission-critical, multi-agency environments and scaling a business.
  • Experience working with or alongside federal and state governments, utilities, insurance, construction, or related industries.
