Hazard Mitigation Specialists apply FEMA’s Hazard Mitigation Assistance (HMA) guidance with a specific focus on administering and monitoring the program support assistance critical to effective mitigation program delivery to our clients.

Hazard Mitigation Specialists apply FEMA’s Hazard Mitigation Assistance (HMA) guidance with a specific focus on administering and monitoring the program support assistance critical to effective mitigation program delivery to our clients.
Job Duties and Responsibilities include:
- Staff will assist with a remote acquisition program's remaining tasks, including:
- Procurement Assistance for vendors to provide requested services
- Site inspections and inventory of tasks required to complete the acquisition process
- Vendor management; providing any property acquisition support.
- Manages all real estate transactions and related vendors, including purchase offer, title search, and closing.
- Provides EHP assistance and follow up, including managing vendors providing environmental inspections
- Manage demolition process from procurement through demolition to re-seeding of worksite
- Respond to any FEMA RFI promptly and within requested timeframe
- Document adherence of project to FEMA HMA guidance
- Completion of all project closeout activities and documentation
- Perform other duties as assigned.
- Complete all required compliance training on an annual basis.
Skills and Competencies:
- Understanding of emergency management, mitigation concepts, and principles.
- Working knowledge of Mitigation Grant project or program management principles.
- Conducting and supporting webinars and conference calls through online tools and resources.
- Experience with public speaking.
- Advanced users of SharePoint, Microsoft Office, Adobe Acrobat Pro, and other technical programs needed to perform Mitigation work.
- Ability to work under pressure, within deadlines, maintain emotional self-control, and take guidance from clients, project managers, Mitigation leadership, VP, and other executive leadership.
- Ability to express complex, controversial, and technical ideas and concepts clearly and concisely both orally and in writing in the form of presentations to large and small groups and reports that present authoritatively the client’s position.
- Ability to work through incomplete and conflicting data.
- Interpersonal and communication skills to explain, define, and advise clients on the HMA rules, regulations, and processes.
- Travel as required includes extended deployments to support Tidal Basin business initiatives and projects.
Required Education and Experience:
- A bachelor’s degree in emergency management, Engineering, or a related field preferred; or completion of bachelor’s degree and combination of training and related experience of at least two years; or, if no degree, must have a minimum of four (4) years of emergency management experience.
- Requires understanding of HMA guidance for acquisition projects and understanding of floodplain property mitigation measures. Requires ability to work/speak in public on sensitive issues with discretion and confidentiality. Requires ability to manage multiple vendors and processes. Requires ability and willingness to travel to remote locations in extreme weather conditions. It requires heavy lifting, standing, walking long distances, primitive lodging and transportation, and exposure to the elements.
- 1 year of progressively responsible experience in related work at a local or state government agency, special districts, federal agencies, utility, private non-profit, university or college, or other entity where job duties can reflect being specifically related to Hazard Mitigation and/or property acquisition.
- Knowledge of laws, regulations, and guidance related to the delivery of Federal mitigation grants, including regulations and guidance for HMGP, FMA, etc. This requires interpreting established statutes and regulations and the ability to make recommendations to our clients.
- Knowledge of natural hazards and impacts on the human caused environment, as well as basic techniques to reduce future hazard damage.
- General knowledge of the planning process, including assessment of risks, analysis of vulnerabilities, and existing capabilities.
Additional Experience:
- Possess technical background such as project management, engineering, construction, project estimator, accounting/financial manager, certified floodplain managers (CFM), flood insurance, and/or planners or related professional fields and generally possess the skills required to implement, monitor, and manage mitigation grant activity.
